INVENTORY OF EXISTING CONDITIONS <br />1.13.14.3 Surface Waters <br />Statutes and EOs that are relevant to surface waters include: <br />»Clean Water Act (33 U.S.C. §§ 1251-1387); <br />»Fish and Wildlife Coordination Act (16 U.S.C. § 661-667d); and <br />»Rivers and Harbors Act (33 U.S.C. § 401 and 403). <br /> <br />Surface waters include areas where water collects on the surface of the ground, such as streams, rivers, <br />39 <br />lakes, ponds, estuaries, and oceans. There are four streams on Airport property (see Figure 1-22). <br />Amazon Creek/Clear Lake stream is on the western side of the Airport. An unnamed stream is on the <br />south side of the Airport property. Another unnamed stream is on the east side of the Airport Property. <br />Clear Lake stream runs from the western side of the Airport to the center of the Airport. The USEPA <br />identifies Amazon Creek as impaired due to the presence of metals (other than mercury), toxic organics, <br />and pathogens in the water. Additionally, there are three unnamed water bodies on Airport property and <br />40 <br />one water body just outside Airport property to the east (see Figure 1-22). <br />1.13.14.4 Groundwater <br />Statutes and EOs that are relevant to groundwater include: <br />»Safe Drinking Water Act (42 U.S.C. §§ 300(f)-300j-26). <br /> <br />Groundwater is described as the “subsurface water that occupies the space between sand, clay, and rock <br />4142 <br />formations.” The Airport intersects two hydrologic units. The majority of the Airport is within the <br />Amazon Creek watershed (Hydrologic Unit Code (HUC) 12 ID: 170900030108). The northeastern portion of <br />the Airport is within the Flat Creek watershed (HUC 12 ID: 170900030603). The Eugene Water and Electric <br />Board (EWEB), which receives its water supply from the McKenzie River, provides water services to the <br />Airport.
