FACILITY REQUIREMENTS <br />Runway Orientation and Wind Analysis <br />Runway wind coverage analysis was conducted using the FAA’s Airport GIS Airport Design Tools Wind <br />Analysis. Data for this tool is supplied by the National Climatic Data Center from the weather reporting <br />1 <br />station located at Eugene Airport. Data <br />FIGURE 3-1 <br />used for this analysis was recorded <br />ALL WEATHER WIND ROSE AND WIND COVERAGE DATA <br />during the 2006-2015 period. Over <br />that ten year period, more than <br />127,000 wind observations were <br />recorded. FAA runway design <br />standards recommend an airport’s <br />runway system provide a minimum <br />of 95 percent wind coverage. The 95 <br />percent wind coverage is computed <br />on the basis of the crosswind <br />component not exceeding the set <br />value based on the Runway Design <br />2 <br />Code (RDC). If a single runway <br />cannot provide this level of <br />coverage, then a crosswind runway <br />is warranted. <br /> <br />The RDC for Runway 16R-34L and <br />16L-34R is D-III, meaning the <br />allowable crosswind component is <br />16 knots. As shown in Figure 3-1, <br />FAA’s Airport GIS Airport Design <br />Tools Wind Analysis program uses <br />data from the National Oceanic and <br />Atmospheric Administration (NOAA) <br />to create a 36-point wind rose <br />formatted with a rectangle depicting <br />the wind coverage and allowable <br />crosswind component for the <br />runways. Both runways provide <br />99.83 percent wind coverage with a <br />16 knot crosswind component for <br />all-weather conditions.
