AIRPORT DEVELOPMENT ALTERNATIVES <br />other airport facilities. The following bullets describe how the proposed airfield design accomplishes all <br />evaluation criteria goals: <br />» Improves operational and public safety through modern FAA design guidance <br />» Maximizes operational efficiency within FAA design standards <br />» Responsibly meets FAA airfield design standards for critical aircraft without overdesign <br />» Each movement area effectively serves appropriate target user, whether commercial or GA <br />» Taxiway simplification resolves current airfield over-complexity issues <br />» Retains or improves level of service for passengers (commercial passengers and GA users) <br />» Meets long-term facility requirements and ultimate land use pattern vision <br />» Implementation can be phased to eliminate or reduce operational impacts <br />» Capital costs are eligible for federal AIP funding and operating/maintenance costs are reduced <br />through airfield simplification <br />» Offers high degree of flexibility and potential to accommodate future expansion <br />» Public and tenant operational impacts are minimal due to relative ease of implementation <br />» Environmental conditions are improved through reduction of impervious surfaces which in itself is <br />more sustainable in over the long-term <br /> Passenger Terminal Alternatives <br />The passenger terminal building at a commercial service airport is essential and second in importance <br />only to the runway and primary taxiways of the airfield. In fact, the location and orientation of the <br />commercial terminal drives the location of multiple components of overall airport design, including minor <br />taxiways and taxilanes, much of the landside/roadway system, and to a lesser extent, many of the aviation <br />support facilities. The following sections will briefly discuss the analysis of key issues for the passenger <br />terminal building, propose a variety of alternative concepts to meet current/future needs, and appraise <br />each option against established evaluation criteria. <br />4.5.2.1 Key Issues and Items for Consideration <br />The facility requirements analysis identified several functional areas which were space-deficient through <br />PAL 3, resulting in a reduced customer level of service. These areas include the following: <br />» Airline space: <br /> Departure lounges <br /> Ticketing <br /> Outbound baggage <br /> Airline administration space <br />» TSA space: <br /> Check baggage screening <br />» Public circulation space <br />To meet these identified needs, PAL 3 needs justify the expansion of the departures/ticketing area of the <br />terminal and a new or expanded secure-side concourse/departures lounge area. <br />EUGENE AIRPORT MASTER PLAN 4-20 <br /> <br />
