DATE: February, 21, 2018 <br />TO: Kelsey Reeves and Steven Domino <br />FROM: Beth Goodman <br />SUBJECT: TECHNICAL MEMORANDUM, EUGENE AIRPORT MASTER PLAN <br />TheEugeneAirportcontractedwithRS&HtoupdatetheAirportMasterPlan.Aspartofthat <br />update,RS&HcontractedwithECONorthwesttodevelopananalysisoftheopportunitiesfor <br />developmentoflandownedbytheEugeneAirportandavailableforlease.WhiletheEugene <br />Airportdoeshaveadevelopmentplanandalonghistoryofworkingwithconstituentsand <br />economicdevelopmentpartnersinthecommunity,thisstudyseekstoprovideafoundational <br />analysisandtheidentificationofnewopportunitieswhichtheAirportmaypursue. <br />TheEugeneAirportprovidescommercialandgeneralaviationservicetoEugeneand <br />Springfield,aswellassurroundingareas,reachingnorthtoCorvallis/Albany,westtothe <br />OregonCoast,easttotheCascades(andbeyond),andsouthtowardssouthernOregon.The <br />EugeneAirportissecondlargestcommercialserviceairport,secondtoPortland <br />InternationalAirport.TheAirportplaysanessentialroleintheeconomyoftheSouthern <br />WillametteValleyandadjacentregionsbyprovidingcommercialandgeneralaviationservice. <br />TheservicemakesEugeneamoreattractiveplacetolocatebusinesses,providingeasy <br />nonstopservicetothemajorlargehubairportsinthewesternUnitedStates;including,Denver, <br />PhoenixMesa,LosAngeles,LasVegas,Oakland,SaltLakeCity,Portland,Seattle,SanJose,and <br />SanFrancisco.Servicetotheselargeregionaleconomiccentersdirectlysupportstheeconomic <br />growthandeconomicdevelopmentintheEugeneandSpringfieldregion. <br />ThismemorandumfocusesonopportunitiesfortheAirporttoplayacontributingrolein <br />economicdevelopment:asaplaceforbusinessestolocateandoperate.Itprovidesoverview <br />andanalysisofthepotentialemploymentusesattheEugeneAirport.Theprimaryquestions <br />addressedinthismemorandumare:(1)whataretheopportunitiesforeconomicdevelopment <br />attheAirport,(2)arethereexistingbusinessesinEugenethatwouldbenefitfrommovingtothe <br />Airport,(3)whatcantheAirportdotoencouragebusinesslocationonAirportowned <br />properties,and(4)aretherelandpurchasesthattheAirportshouldmaketoencourage <br />economicdevelopment. <br />Thismemorandumanswersthesequestionsbasedonexistingandplannedconditionsatthe <br />Airportandthroughinputfromstakeholderinterviews.Thememorandumisorganizedinto <br />thefollowingsections: <br />Overviewofthestudyarea providesinformationandmapsthatdescribetheEugene <br />AirportandtheusesallowedattheAirport <br />Characteristicsofpotentialdevelopmentsites describesthephysicalconditionsofsix <br />sitesidentifiedasbeingavailableforleaseanddevelopment <br />ECONorthwest | Portland | Seattle | Eugene | Boise | econw.com 1 <br /> <br />
