theAirportshouldconsiderengagingwithoneormoredeveloperswhofrequently <br />workwithAirportstoattractbusinesses.Thedeveloperscanprovideinputaboutthe <br />strategyandengagementwiththedevelopersmaybehelpfultotheAirportin <br />attractingnewbusinesses.EconomicdevelopmentstakeholdersorPortofPortlandstaff <br />canhelpidentifydeveloperstoengagewith. <br />DevelopastrategyfordevelopingthesitesattheAirport.Businessesaregenerally <br />lookingforsitesthatcanbedevelopedrelativelyquickly,commonlycalled <br />sites.TheAirportshouldworkwithstakeholderstodevelopastrategythat <br />addressesthefollowingissuesfordevelopmentoftheAirportsites.Thisstrategywould <br />applytoSites1through4andmayapplytoSite5. <br />o Addressdevelopmentconstraints.AttractingbusinessestothesitesattheAirport <br />willrequireaddressingthedevelopmentconstraintsofthesites.Thekey <br />developmentconstraintsincludewetlandmitigationandstormwater <br />management.Thesiteswillbemoremarketableifdevelopmentconstraintsare <br />resolvedbeforemarketingthesites. <br />o Makeinfrastructureimprovementsaspossible.WithintheconstraintstoGoal11,the <br />Airportshouldmakeinfrastructureimprovementstothesites,ensuringthat <br />infrastructurenecessarytosupportbusinessesisavailableatthesites.The <br />infrastructureincludesroad <br />access,water(ifpossible),wastewater(ifpossible), <br />electricity,telecommunications,andpossiblynaturalgas.TheAirportwillneed <br />toworkwithserviceproviderstomakethisinfrastructureavailable. <br />o Addresstheseissuesinselectedareasthroughamasterplanningprocess.Itwouldbe <br />difficultandlikelyprohibitivelyexpensivetoaddressdevelopmentconstraints <br />andmakeinfrastructureimprovementstoallofthesitesatonetime.We <br />recommendselectingareasof50to75acresformasterplanningandfocusing <br />workononeareaatatime.Forexample,Site3maybeanappropriateplaceto <br />beginamasterplanningprocess.TheAirportMasterPlanproposestomove <br />generalaviationtoSite3.Giventhatmostofthetypesofuseslikelytooccurat <br />theAirportaregeneralaviationorrelatedtogeneralaviation,focusing <br />additionaldevelopmentatSite3maybeappropriate. <br />o Planfordevelopmentinphases.DevelopmentofthelandattheEugeneAirportwill <br />occuroveralongperiod.Ataminimum,demandforgeneralaviationservices <br />andotheraviationrelatedbusinessgrowthislikelytooccurovera20to50year <br />period.Thedevelopmentstrategyshouldrecognizetheplanninghorizonand <br />includephasingfordevelopment,providingmoredetailofactivitiestheAirport <br />shouldaccomplishearlyintheplanningprocess,andfewerdetailsforactivities <br />laterintheplanningprocess. <br />o DeterminewhethertheAirportiswillingtoofferincentivesfordevelopment.Common <br />developmentincentivesincludetaxabatement,reductionofpermittingcostsor <br />timeforthepermittingprocess,assistancewithdevelopment,andother <br />incentivesdesignedtolowerdevelopmentcosts.Someoftheseincentives,such <br />ECONorthwest 15 <br /> <br />
