INVENTORY OF EXISTING CONDITIONS <br />AIRPORT ENVIRONS <br />The following section discusses existing land use, zoning, and socioeconomic conditions within the region <br />surrounding Eugene Airport. Additionally, local and regional plans are reviewed to ensure the Eugene <br />Airport Master Plan aligns within a regional context. <br />Land Use and Zoning <br />Since the passage of the Oregon Land Conservation and Development of 1973, Oregon has maintained a <br />statewide program of land use planning. This law was the foundation in developing what are now 19 <br />statewide land use planning goals. Achieved through comprehensive planning at the local level, these <br />goals require each city and county to develop and maintain a comprehensive land use plan along with <br />zoning and land-division ordinances to put the plan into effect. These comprehensive plans are required <br />to remain consistent with the 19 state goals and are reviewed for consistency by the Land Conservation <br />and Development Commission (LCDC). <br />The responsible development of land and the preservation of open space are very important to the <br />people of Oregon and the City of Eugene. As such, Chapter 9 of the Eugene City Code describes land use <br />policies with the purpose of “protecting and promoting the health, safety, and general welfare of the <br />public and to preserve and enhance the economic, social, and environmental qualities of the community.” <br />Following Oregon statewide planning goals, the code also intends to effectively and efficiently implement <br />the Eugene-Springfield Metropolitan Area General Plan (Metro Plan) and perform state required Growth <br />Management Studies which are used to define an Urban Growth Boundary (UGB). The purpose of having <br />the UGB’s around municipal areas is to control urban expansion and the associated impacts into <br />surrounding farm and forest areas. The Growth Management Study examines land demand forces and is <br />used to adjust the city’s UGB’s to meet a 20-year supply of housing, jobs, public facilities, and open space. <br /> <br />Eugene Airport currently falls just outside of the Eugene UGB and is zoned as Airport Operations under <br />Lane County land use codes. This zoning preserves the land for airport uses and provides a buffer to <br />minimize conflicts with surrounding uses. Eugene City Code also recognizes the land as aviation use <br />through a Commercial Airport Safety (CAS) overlay zone (likewise developed as the Commercial Airport <br />Safety Combining Zone in Lane County Code) which surrounds the Airport and provides an additional <br />layer of protection to prevent nearby land from developing in a manner that poses hazards to air <br />5 <br />navigation.
