<br />Socioeconomic/Demographic Data
<br />The population of the City of Eugene and Lane County is increasing, but at a slower rate than the U.S. and
<br />the State of Oregon. The historical population trends for Eugene indicate a stable and growing
<br />community that is not experiencing the volatility of explosive growth being seen in other parts of Oregon,
<br />such as Portland.
<br />
<br />As shown in Table 1-13, the City of Eugene has a higher rate of college educated persons than the
<br />national average, most likely due to the presence of the University of Oregon. Owner occupied housing
<br />rates and median household income is lower in Eugene as compared to the rest of the state. This is
<br />partially due to the effects of having a large student population within the city and the county. Major
<br />industries in the region include health services, wood product manufacturing, food and beverage
<br />manufacturing, and technology. The City of Eugene has attracted multiple technology businesses, to the
<br />extent that the city has been referred to as the “Silicon Shire”. Additionally, at the time of this study,
<br />manufacturing that had stopped after the 2008 recession is expected to return. This includes a new
<br />computer chip manufacture, and the return of RV manufacturing with Winnebago Industries expanding
<br />6
<br />into the former Country Coach plant.

<br />Coordination with Existing Regional and Community Plans
<br />Eugene and the metropolitan area already have many plans in place to guide community development
<br />and the regional transportation system. Statewide planning goals guide the development of these plans
<br />and place certain administrative rules upon them. In order to ensure coordinated development in the
