Mayor Torrey opened the public hearing. <br /> <br />There being no one wishing to speak, he closed the public hearing. <br /> <br />Mr. Johnson said that council would consider Council Bill 4689, an ordinance concerning the <br />definition of "Metro Plan Amendment Home City" and amending Section 9.015 of the Eugene <br />Code, 1971. <br /> <br /> Councilor Meisner, seconded by Councilor Nathanson, moved that the bill, <br /> with unanimous consent of the council, be read the second time by council <br /> bill number only, and that enactment be considered at this time. Roll call <br /> vote; the motion passed unanimously, 6:0. <br /> <br />Mr. Johnson said that the council would consider Council Bill 4689 by council bill number only. <br /> <br /> Councilor Meisner, seconded by Councilor Nathanson, moved that the bill be <br /> approved and given final passage. The motion passed unanimously; 6:0, <br /> and became ordinance number 20157. <br /> <br /> VI. PUBLIC HEARING: AN ORDINANCE AND TWO RESOLUTIONS CONCERNING THE <br /> DRAFT ARTERIAL AND COLLECTOR STREET PLAN <br /> <br />Mr. Johnson introduced Dave Reinhard from the Public Works Department and Anne Marie Levis <br />from the Eugene Planning Commission. <br /> <br />Mr. Reinhard provided an overview of the Arterial and Collector Street Plan. He noted that the <br />Planning Commission recommended adoption of the plan. He submitted additional written <br />testimony from Bruce Wild, Francina Verite, James Pierce, Sandra Martin, Susan Connolly and <br />Jim Hanks. <br /> <br />Ms. Levis, representing the Eugene Planning Commission, provided a summary of the Planning <br />Commission discussion regarding the Arterial and Collector Street Plan (ASCP). She said that the <br />current version of the ACSP before the councilors was the third draft of the document. She said <br />that it was a companion document to the Local Area Street Plan, but that it was not a project <br />document and did not set any minimum standards for existing streets. She also stated that it was <br />a needed tool for the transportation system. <br /> <br />Councilor Kelly recommended holding questions for staff until after public testimony. <br /> <br />Mayor Torrey opened the public hearing. <br /> <br />Mary Remlinger, 2290 Harris Street, spoke about the livability of Harris Street. She raised <br />concerns about increased traffic on Harris Street that would be created if the ACSP was <br />approved. <br /> <br />Kristen Taylor, 1808 Orchard Street, presented a letter to councilors from residents on Orchard <br />Street regarding concerns about Orchard Street being classified as a neighborhood collector. <br /> <br /> MINUTES--Eugene City Council June 14, 1999 Page 5 <br /> 7:30 p.m. <br /> <br /> <br />
