Mr. Meisner, seconded by Ms. Nathanson, moved to adopt Resolution
Number 4599, approving alternative to the six percent in-lieu-of-tax payment
on steam sales from the Eugene Water and Electric Board.

Ms. Nathanson left the meeting.

Responding to a question from Mr. Kelly, Dick Helgeson, Eugene Water & Electric Board,
indicated that the steam plant had converted to natural gas as its primary fuel, and had phased
out the wood waste operation. He anticipated that the facility would operate as long as it had
customers in the downtown area using it as a primary energy source.

Roll call vote; the motion passed unanimously, 5:0 (Mr. Farr, Ms. Nathanson,
and Mr. Rayor having left the meeting).

Mayor Torrey adjourned the meeting at 11 p.m.

Respectfully submitted,

James R.
