REPORTONTHEDOWNTOWNURBAN <br />RENEWALDISTRICTPLAN <br />Chapter1:Introduction <br />The City of Eugene has prepared an amendment to the Downtown Urban Renewal Plan for <br />modified December 1968, December 1989, June 1998, September 2004, May 2010, and <br />June 2016. This 2020 Amendment is a Type II amendment as defined in section 1200 of the <br />Plan; that is, a substantial change to the Plan that does not require the notice described in <br />ORS 457.120. <br />The purpose of the proposed 2020 Amendment to the Plan is to remove the spending cap <br />placed on the Farmers Market project as part of the 2016 Amendment. The 2020 <br />Amendment does not increase total maximum indebtedness for the Plan. This report <br />provides information on all of the projects in the Plan. <br />Background:The 2016 Amendment to the Plan identified four specific projects and placed <br />a cap on the amount of tax increment that could be spent on each project. The 2016 <br />Amendment also included a public process that must be followed before Urban Renewal <br />funds can be used for the projects. The projects are: <br /> Infrastructure improvements to parks, plazas, and open space; <br /> The creation of an improved permanent Farmers Market; <br /> Construction of critical utility high-speed fiber; and <br />Redevelopment of 1059 Willamette (the former LCC Downtown Center). <br />The public involvement process required by the 2016 Amendment outlines four steps that <br />give the Agency Board more information about the projects before action. The process <br />steps are: <br />1) An opportunity for the community to share aspirations and vision for the <br />projects. <br />2) A presentation by staff to the Agency Board summarizing the public engagement, <br />sharing cost estimates and presenting funding mechanisms. <br />3) A public hearing on whether the projects should move forward and how they <br />should be funded. <br />4) Agency Board deliberation about using Urban Renewal funds for the projects, and <br />subsequent action. <br /> <br />For the Farmers Market and Park Blocks projects, the Concept Design process conducted in <br />2019 fulfilled the requirements of Step #1.
