MINUTES <br /> <br /> Eugene City Council <br /> Council Chambers--City Hall <br /> <br /> November 17, 1999 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: Scott Meisner, Nancy Nathanson, Pat Fart, David Kelly, Bobby Lee, <br /> Betty Taylor, Gary Pap~, Gary Rayor. <br /> <br />DINNER WORK SESSION OF THE EUGENE CITY COUNCIL <br /> <br />Mayor James D. Torrey called the work session of the City Council to order. <br /> <br />A. Items from Mayor, City Council, and City Manager <br /> <br />Ms. Nathanson discussed a fatal traffic accident that had occurred early that day at the <br />intersection of Maple and Roosevelt streets. She expressed regret for the accident and said it <br />seemed there had been a number of accidents over the years at that location. She hoped the City <br />Manager's Office could arrange for her to visit the site with representatives of the Police and <br />Public Works departments. <br /> <br />Ms. Nathanson announced that the City of Eugene received an award for the ©akwood Manor <br />affordable housing project from St. Vincent de Paul. St. Vincent de Paul had worked with the City <br />and several businesses and banks to purchase and rehabilitate the housing development, keeping <br />rents affordable while rehabilitating housing and maintaining good housing stock in the community. <br />She stressed the importance of saving existing housing to maintain an adequate supply of <br />affordable housing. <br />Mr. Lee passed. <br /> <br />Mr. Rayor said that he attended the library open house, which was well-attended. He termed the <br />design excellent, and said the design team was receptive to the comments offered it. He said that <br />comments were minor in terms of the overall project scope. <br /> <br />Mr. Kelly noted the distribution to the council of the street improvement funding proposal, the <br />subject of a work session on November 22. He urged the council to read the materials thoroughly <br />before that time because of the complexity of the issue and the short time schedule for <br />discussion. He said that City Engineer Les Lyle was ready to meet with any councilor who wished <br />to discuss the proposal. <br /> <br />Mr. Meisner passed. <br /> <br />Mr. Fart said that the Human Rights Commission met the previous evening and agreed to award <br />the International Humanitarian Day given to a City staff person to Elise Self of the City Manager's <br />Office, who is a Minutes Recorder.
