In response to a question from Councilor Rayor regarding the locations of the two tax lots, Nan <br />Lawrence of the Planning and Development Department replied that lot 11700 was the lot to the <br />north and 11800 was the lot to the south. <br /> <br />City Manager Johnson asked the council to consider Council Bill 4715, an ordinance amending <br />the Jefferson/Far West refinement plan diagram to redesignate property identified as tax lots <br />11700 and 11800, map 17-03-31-42, from public facilities and open space to commercial, and <br />rezoning the property from PL Public Land to C-2 General Commercial. <br /> <br /> Councilor Meisner, seconded by Councilor Nathanson, moved that the Bill, <br /> with unanimous consent of the council, be read a second time by Council Bill <br /> Number only and that enactment be considered at that time. The motion <br /> passed unanimously. <br /> <br />City Manager Johnson asked that the Council consider Council Bill 4715 by bill number only. <br /> <br /> Councilor Meisner, seconded by Councilor Nathanson, moved that the bill be <br /> approved and given final passage. The motion passed unanimously, and the <br /> bill became Ordinance 20180. <br /> <br /> V. PUBLIC HEARING: ORDINANCE CONCERNING KEY WATERWAYS, AND ADDING <br /> SECTIONS 6.650, 6.655, 6.670, AND 6.675 TO THE EUGENE CODE, 1971. <br />City Engineer Les Lyle provided introductory comments to the Council. He submitted additional <br />written public testimony to the council. <br /> <br />Mr. Lyle stressed that the proposal that was before the council was to designate key waterways <br />where no piping or filling would be allowed to occur. He said that there were a number of benefits <br />associated with the proposal such as; clarifying which open systems would continue to be part of <br />the drainage system within Eugene, furthering the objectives of the last few years to move from a <br />conventional pipe system to a more open natural system for the City's drainage system; providing <br />water quality benefits; and providing a response to some of the anticipated community <br />Endangered Species Act Issues. He stressed that phase one of the proposal could stand on its <br />own as an independent action. <br /> <br />Mr. Lyle believed that the process had allowed enough time for public involvement. He outlined <br />the process of the Stormwater Management Department Advisory Committee and noted that there <br />had been a "drop-in information session." He added that there were some issues that needed to <br />be addressed in more detail and asked that the record be held open for written testimony for <br />another two weeks. <br /> <br />Mayor Torrey opened the public hearing. He noted that the rules for the public hearing were the <br />same as those for the public forum. <br /> <br />Bruce Anderson, 777 High Street, spoke as a representative of Madstien and Scientific <br />Developments. He urged the council to proceed with caution on the ordinance and closely <br />examine the individual applications of it.
