This local code, found in the Eugene <br />Code, places additional conflicts of interest requirements upon elected officials and creates <br />a local process for filing complaints. <br />12. <br />The Council shall be assigned seats in January, following the election of the Council <br />president and vice president. The Mayor is always seated at the center position with the <br />Council president seated at the Mayor's right and the Council vice president seated at the <br />Mayor’s left. <br /> <br />The remaining councilors shall be assigned seats in alphabetical order by last name. When <br />the Council returns after each Council break, each person moves one seat toward the <br />outside and to the opposite side of the table or dais; those in the outermost seats move to <br />the innermost seats on the opposite side. This system allows councilors the opportunity to <br />regularly change seats throughout a four-year term.
