EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Work Session: City Council Process Session <br /> <br />Meeting Date: April 7, 2004 Agenda Item Number: A <br />Department: City Manager's Office Staff Contact: Lynda Rose <br />www. ci. eugene, or. us Contact Telephone Number: 682-5017 <br /> <br />AGENDA ITEM SUMMARY <br />This work session is part of an ongoing opportunity for the City Council to discuss how it conducts its <br />business. At their July 23, 2003, work session, councilors agreed to convene process sessions immediately <br />following each council break, or three times annually. <br /> <br />Local consultants Drs. Peter and Susan Glaser will begin the meeting with a skill-building session titled <br />"Raising Issues." Following that, the City Manager, along with his executive management team, will <br />engage in a discussion with elected officials concerning mutual expectations between staff and council. This <br />is a follow-up to conversations that took place at the council's February 20-21, 2004, work session retreat. <br />At the same retreat, suggestions were made by councilors to amend the council's Operating Agreements in <br />several distinct areas. Those proposed amendments are included for council consideration as part of <br />AttachmentA on pages 1, 3, and 8. <br /> <br />Also at the February retreat, councilors expressed concern that many meetings adjourn before all issues on <br />the agenda are addressed. Ideas on how to best address the situation listed, but were not subject to further <br />discussion, nor was a directive made to amend the Operating Agreements. Those suggestions were as <br />follows: <br /> · City Council convenes on first and third Mondays for additional work sessions; <br /> · Amend the council meeting agenda to convene public hearings immediately following public <br /> forums; and <br /> · Designate the third Monday of the month as "public hearing night." <br /> <br />Additionally, at the September 2003 meeting, councilors requested a legal opinion on Section 9.03 of the <br />Operating Agreements. The concern expressed by members of the council was the extent to which the <br />Mayor or City Councilors represent the majority opinion of the council when serving on committees or <br />attending meetings of organizations such as the League of Oregon Cities or the National League of Cities <br />(see Attachment B). <br /> <br />Greta Utecht, Lane County Human Resources director and Alicia Hays, department director of the Lane <br />County Department of Children and Families, will jointly facilitate the process session to allow for full <br />participation by elected officials and staff. <br /> <br /> L:\CMO\2004 Council Agendas\M040407\S040407A. wpd <br /> <br /> <br />
