<br />OP54- <br /> <br />(d) Neighborhood organizations shall be noti- <br />fied of all proposed changes in city policies, pro- <br />jects, services and activities having a significant <br />effect on their neighborhoods (e.g., land use, trans- <br />portation and traffic, parks and recreation, housing, <br />and public services), in ample time to allow partici- <br />pation in the decision-making process. Specific site <br />locations for land acquisition need not be identified <br />by the city. <br /> <br />(e) All neighborhood plans shall be reviewed by <br />the Planning Commission at a public hearing open to <br />the Eugene community before a recommendation is for- <br />warded to the City Council. <br /> <br />(f) Upon adoption by the City Council, the neigh- <br />borhood plan shall be considered a general plan refine- <br />ment by the city and its various departments. <br /> <br />Section 4. Neighborhood Newsletters. <br /> <br />(a) The city shall finance the printing and mail- <br />ing of neighborhood newsletters and communications, <br />within budgetary allowances set by the city. Neighbor- <br />hood organizations may raise funds to finance their own <br />publications. <br /> <br />(b) Newsletters financed by the city shall be gov- <br />erned by these guidelines: <br /> <br />(I) The main purposes of the neighborhood <br />newsletters are to distribute information to <br />neighborhood members on matters affecting their <br />areas and to provide a forum for the free expres- <br />sion of the opinions of neighborhood members on <br />issues of interest to the neighborhood. <br /> <br />(2) Advocacy positions may be included in <br />the newsletters in an editorial format. News- <br />letters shall clearly indicate editorial material <br />and guarantee space for timely printing of differ- <br />ing viewpoints. <br /> <br />(3) Commercial advertising will not be per- <br />mitted in newsletters unless financed by other <br />than city funds. <br /> <br />(4) The city shall have access to neighbor- <br />hood newsletters for city information. <br /> <br />Resolution - 4 <br />
