CALL TO ORDER <br /> <br />Mayor James D. Torrey called the meeting of the City Council to order. <br /> <br />Board Chair Steve Cornacchia called the meeting of the Lane County Board of Commissioners to <br />order. <br /> <br />Mr. Cornacchia read Ordinance PA 1106, in the matter of amending the West Eugene Wetlands <br />Plan by adopting new or revised plan policies, revising plan text, and adopting a severability <br />clause. <br /> <br />Jan Childs, Planning and Development Department, provided a brief staff introduction, stressing <br />that the hearing was focused on changes to the policy ordinance only. She announced that <br />subsequent hearings would focus on site-specific designations. <br /> <br />Ms. Childs noted that changes to the West Eugene Wetlands Plan (WEWP) plan policy and text <br />had been recommended by the Eugene and Lane County planning commissions to clarify the <br />intent of the plan, allow planned transportation improvements, address utilities within protected <br />wetlands, and provide additional policy direction for ongoing implementation of the plan. She <br />stressed the importance of the plan policies as they established the regulatory framework for the <br />plan. In particular, the criteria for designating wetlands for protection, restoration, or <br />development would have a direct impact on individual properties; those amendments had <br />generated the most public comment. <br /> <br />Ms. Childs noted that the plan amendments must be approved by both the Board of County <br />Commissioners and the City Council. An amendment to the plan could only occur if the council <br />and board agreed to it. If the two bodies were unable to reach agreement on the changes, the <br />existing plan language would stand. <br /> <br />Ms. Childs read the criteria for refinement plan amendments. <br /> <br />Ms. Childs referred the elected officials to a list of changes reflected in Exhibit A in the meeting <br />packet.
