continuing the district based on the projects proposed. He noted that the option recommended
included library operations and asked the council to leave this option open and postpone any
decision to after the public hearing.

Ms. Elmer indicated that the council's February 25 work session would raise urban renewal in the
context of the City's Multi-Year Service and Funding Plan.

Mr. Farr moved, seconded by Mr. Tollenaar, to advise staff to continue to
investigate using urban renewal for a new library; and to work with interested
parties to develop a list of other projects in preparation for the April 6 council
work session; and to refer the issue of the Riverfront Urban Renewal District
to the Riverfront Research Park Commission for a recommendation.

Mr. Laue asked that the option he suggested earlier in the meeting be included in the staff
analysis for discussion on April 6.

Both the maker and the Tollenaar agreed to Mr. Laue's friendly amendment.

Mr. Meisner said he favored the motion, contingent on holding a public vote. The council agreed
that this was understood. He also asked that it be clear that the council sought advice from the
Riverfront Commission--not a position recommendation. The council concurred.

Mr. Farr requested information, for the April 6 discussion, on the vacancy rate within the district.
The motion passed unanimously, 7:0..

The meeting adjourned at 7:30 p.m.
Respectfully submitted,

James R.
