Ms. Taylor cautioned against using the Library to "save urban renewal." If there was public <br />interest in building a library with urban renewal, she said it should be put to a vote, and if it failed, <br />the district should be terminated. <br /> <br />Mr. Farr said he believed urban renewal was an appropriate tool for building a library. <br /> <br />Mayor Torrey reminded the council that one of its goals was the land use update and there may be <br />some projects identified in the update that are appropriate uses of the fund.
