Mr. Laue suggested that the question the council needed to answer was whether there would be <br />a need for expansion of the library during the life of the bonding authority of the urban renewal <br />district. He said he believed $10 million was adequate for any such need because of advances <br />in library technology and because changes in building codes would likely limit expansion of <br />buildings constructed under present regulations. <br /> <br />Ms. Swanson Gribskov pointed out that it was not required that the maximum indebtedness set <br />would have to be incurred in construction of a new library and that urban renewal taxes could be <br />"under levied" in the future. Ms. Taylor said that she believed it was desirable that urban renewal <br />taxes not be fully levied. <br /> <br />Mr. Meisner said that the high level of maximum indebtedness under consideration would not <br />increase current urban renewal taxes and that the medium level would reduce the tax. <br /> <br />Mr. Tollenaar said that he was ready to support the medium level of maximum indebtedness, but <br />that he was concerned that if a branch library system was to be developed, it would have impacts <br />on requirements in a main library. <br /> <br />Ms. Nathanson said that she was now not convinced that there was a need to support a high <br />level of maximum indebtedness for the library project because of the risk of public <br />misconception. <br /> <br /> Mr. Laue moved, seconded by Ms. Nathanson, that the council select <br /> $33,000,000 as the maximum amount of new indebtedness in the Urban <br /> Renewal Plan for the Central Eugene Project it will adopt. <br /> <br /> Ms. Taylor moved to amend the motion to change the maximum amount of <br /> new indebtedness to $30,000,000. <br /> <br />Mayor Torrey determined that there was no councilor willing to second the motion of Ms. Taylor <br />and declared that it was not under consideration. <br /> <br /> Roll call vote. The motion was adopted unanimously, 7:0. <br /> <br />Mr. Johnson announced that the council would consider Council Bill 4652, an ordinance <br />regarding the method of collecting ad valorem property taxes, and adopting an amendment to the <br />Urban Renewal Plan for the Central Eugene Project. <br /> <br /> Mr. Tollenaar moved, seconded by Ms. Nathanson, that Council Bill 4652, <br /> with unanimous consent of the council, be read the second time by council <br /> bill number only, and that enactment be considered at this time. Roll call <br /> vote. The motion was adopted unanimously, 7:0. <br /> <br />Mr. Johnson announced that the council would consider Council Bill 4652 by number only. <br /> <br /> Mr. Tollenaar moved, seconded by Ms. Nathanson, that Council Bill 4652 be <br /> approved and given final passage. Roll call vote.
