Ms. Nathanson summarized the discussion by saying the council had been allowing vehicle <br />camping in the industrial areas and this ends that, but the part of the ordinance that was working <br />is being changed to expand camping sites and enhance services. <br /> <br /> The motion to adopt Council Bill 4662 passed, 6:1, with Ms. Taylor opposed, <br /> and became Ordinance 20130. <br /> <br /> Mr. Farr moved, seconded by Mr. Tollenaar, to allocate $60,000 from contin- <br /> gency fund to facilitate homeless camping alternatives. The motion passed <br /> unanimously, 7:0. <br /> <br />D. Contingency Requests <br /> <br /> Mr. Fart moved, seconded by Mr. Tollenaar, to approve the use of contingency funds <br /> for the following: 1) $35,972 to offset the Systems Development Charges (SDCs) for <br /> the 30,000-square-foot Food for Lane County warehouse at the Bailey Hill Road site; <br /> 2) $3,770 for police services for the 1998 Fiesta Latina; 3) $15,000 to support the <br /> Court School for the 1998/1999 school year; and 4) $5,000 for the Police Activity <br /> League (PAL). <br /> <br />Mr. Meisner asked to pull requests 1 and 2. <br /> <br />Ms. Taylor questioned approving the requests when the council refused to spend approximately $30,000 for <br />the Magnet Arts program for kids. <br /> <br />In response to a question from Mr. Meisner, Mary Walston, Office of the City Manager, said it is her <br />understanding that contingency funds are usually used for special projects, not ongoing programs. Mr. <br />Meisner noted that the Court School was an ongoing program. With respect to the PAL request, he reiterated <br />his concern that he has no information on how this program relates to other youth programs.
