MINUTES <br /> <br /> Eugene City Council <br /> Westmoreland Community Center--1545 West 22nd Avenue <br /> <br /> October 5, 1998 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: Tim Laue, Bobby Lee, Scott Meisner, Nancy Nathanson, Laurie <br /> Swanson Gribskov, Betty Taylor, Ken Tollenaar. <br /> <br /> COUNCILORS ABSENT: Pat Fart. <br /> <br />Mayor Jim Torrey called the October 5, 1998, Joint Work Session of the Eugene City Council with <br />the executive mangers to order at 5:35 p.m. <br /> <br /> I. CITY YOUTH SERVICES <br /> <br />City Manager James Johnson said the council was asked to review the range of services for <br />youth offered by the City. He said it was an opportunity to discuss whether the services were <br />appropriate and if there were areas about which councilors were concerned. <br /> <br />Library, Recreation, and Cultural Services Executive Manager Terry Smith referred to a matrix of <br />City youth programs and activities distributed with the agenda of the meeting, which showed <br />program titles, mission, number of participants, ages served, cost to participants, sites, <br />evaluation measures, partner agencies, and source of operating funds. He pointed out that only <br />specifically youth-oriented programs were included, but that virtually every service provided by <br />the City served youth as well as adults. <br /> <br />Mr. Smith pointed out that the programs in the matrix did not all track participants in the same <br />way and that the data provided did not adequately illustrate linkages between the programs. <br /> <br />Mr. Smith directed attention to a display of City youth program memorabilia from the 1950s, <br />1960s, 1970s, 1980s, and 1990s prepared by recreation program staff. <br /> <br />Mr. Smith referred to a chart showing that eight City youth programs had no partner agencies, <br />seven had one partner, three had two partners, and twelve had three or more partners. He <br />referred to data which showed that one-half to two-thirds of adolescents are engaging in at least <br />one serious problem behavior. <br /> <br />Mr. Meisner said that he was aware of duplicate programs offered by the City and Lane <br />Community College. He said he did not believe such duplication was always inappropriate, but <br />that he was interested in seeing a report of its occurrence and how cooperation between the City <br />and other public and private agencies was fostered. Mr. Smith replied that a "map" of such <br />services was being developed. <br />Mr. Lee asked if it was possible to determine "how Eugene youth were doing."
