Approval of Overseas Travel Request <br /> <br /> <br />The Consent Calendar was approved during the preceding City Council Work Session. <br /> <br />3. ACTION: <br /> <br />An Ordinance Concerning a Council Employee Complaint Process; Adding Sections 2.400, 2.402, <br />2.404, 2.406, 2.408, 2.410, and 2.412 to the Eugene Code, 1971; and Amending Section 2.486 of <br />that Code <br /> <br />Councilor Pryor, seconded by Councilor Bettman, moved that the City Council adopt <br />Council Bill 4989, an ordinance concerning a council employee complaint process. <br /> <br />Councilor Clark ascertained from the City Attorney that changes had been made so that the confidentiality <br />of someone making a complaint would be ensured. <br /> <br />Roll call vote; the motion passed unanimously, 7:0. <br /> <br />Mayor Piercy stated that Councilor Pryor had a motion he wished to place on the table. <br /> <br />Councilor Pryor, seconded by Councilor Bettman, moved to allocate $10,000 from the <br />council contingency fund to support completion of the work of the West Eugene Collabora- <br />tive. <br /> <br />Councilor Pryor related that the City of Eugene had contributed $40,000 to further the work of the West <br />Eugene Collaborative as it worked with the City and Lane Transit District (LTD) on transportation <br />solutions in Eugene. He said the funding sources to-date included the City, the County, Lane Metro <br />Partnership, Eugene Realtors, the environmental community, the Chamber of Commerce, the Oregon <br />Consensus Program, the Bureau of Land Management (BLM), and LTD. He noted that in-kind contribu- <br />tions had been made by planners, architects, and a national charette organization, and in reduced cost <br />facilitation provided by the Osprey Group. He underscored that it took a long time for a true collaborative <br />process to work and it was now in the “home stretch.” He projected that they would have recommendations <br />by the end of the year and this funding would get the group to completion of the process, with recommenda- <br />tions usable by both LTD and the City. He supported this final contribution to complete the work. <br /> <br />Councilor Zelenka supported the motion, adding that it was “exactly the kind of process” they should use. <br /> <br />Mayor Piercy underscored that this was not an official group; it was a volunteer group consisting of <br />business leaders, environmental leaders, agencies, elected officials, and neighborhood residents working <br />together to come up with recommendations for addressing transportation and traffic issues in West Eugene. <br />She called it an extraordinary volunteer effort.
