In furtherance of the City Council’s adopted Vision Zero Action Plan <br />(Administrative Order 58-19-04), prioritize safety improvements for people who <br />walk, bike and use mobility devices because no loss of life or serious injury on our <br />streets is acceptable. <br /> <br />Roadway and Parking Policies <br /> <br />1. [“Complete Streets Policy”] Design, construct, maintain, and operate all streets <br />to provide comprehensive and integrated transportation networks that serve people <br />of all ages and abilities, promote commerce, and support the comprehensive land <br />use plan’s vision for growth and development in a responsible and efficient manner. <br />A “complete street” allows safe travel for automobiles and emergency responders, <br />bicycles, walking, transit, and freight. In addition to fulfilling a street’s basic <br />transportation functions and providing access to properties, streets and sidewalks <br />should be designed to be attractive, safe, accessible, sustainable, and healthy <br />components of the City's environment. <br /> <br />4) Removal of parking from the public street right-of-way that is the subject of this Order <br />addresses a concern that public parking in this area will threaten public health, is <br />consistent with Eugene 2035 Transportation System Plan Goals and Policies, and, <br />therefore, is in the best interest of the public. <br />On the basis of these findings, I order that: <br /> <br /> Section 1. The on-street parking shall be removed from the area shown in orange on the <br />attached Exhibit A to this Order, more specifically described as: <br /> <br />a. The north side of 1st Avenue from 80 feet east of the southwest corner of tax lot 17-04- <br />27-32-00200 continuing west, then continuing south on the west side of 1st Avenue, <br />and then the south side of 1st Avenue continuing east to the northeast corner of tax lot <br />17-04-28-44-00900; and <br /> <br />b. The south side of 1st Avenue from 40 east of the northeast corner of tax lot 17-04-28- <br />44-01700 continuing west, then continuing south on the east side of 1st Avenue, and <br />then the north side of 1st Avenue continuing east to the southeast corner of tax lot 17- <br />04-28-44-01000; and <br /> <br />c. Both the east and west sides of Premier Street from 1st Avenue continuing south <br />approximately 400 feet to its southern terminus. <br />
