In furtherance of the City Council’s adopted Vision Zero Action Plan (Administrative Order 58-19-04), prioritize safety improvements for people who walk, bike and use mobility devices because no loss of life or serious injury on our streets is acceptable. Roadway and Parking Policies 1. [“Complete Streets Policy”] Design, construct, maintain, and operate all streets to provide comprehensive and integrated transportation networks that serve people of all ages and abilities, promote commerce, and support the comprehensive land use plan’s vision for growth and development in a responsible and efficient manner. A “complete street” allows safe travel for automobiles and emergency responders, bicycles, walking, transit, and freight. In addition to fulfilling a street’s basic transportation functions and providing access to properties, streets and sidewalks should be designed to be attractive, safe, accessible, sustainable, and healthy components of the City's environment. 4) Removal of parking from the public street right-of-way that is the subject of this Order addresses a concern that public parking in this area will threaten public health, is consistent with Eugene 2035 Transportation System Plan Goals and Policies, and, therefore, is in the best interest of the public. On the basis of these findings, I order that: Section 1. The on-street parking shall be removed from the area shown in orange on the attached Exhibit A to this Order, more specifically described as: a. The north side of 1st Avenue from 80 feet east of the southwest corner of tax lot 17-04- 27-32-00200 continuing west, then continuing south on the west side of 1st Avenue, and then the south side of 1st Avenue continuing east to the northeast corner of tax lot 17-04-28-44-00900; and b. The south side of 1st Avenue from 40 east of the northeast corner of tax lot 17-04-28- 44-01700 continuing west, then continuing south on the east side of 1st Avenue, and then the north side of 1st Avenue continuing east to the southeast corner of tax lot 17- 04-28-44-01000; and c. Both the east and west sides of Premier Street from 1st Avenue continuing south approximately 400 feet to its southern terminus.
