BACKGROUND City Council Action History The City Council adopted the November 1999 Eugene Street Classification Map with the adoption of Ordinance Number 20181 on November 22, 1999. The City Council approved the Courthouse District Concept Plan on July 31, 2002. The transportation element of the Concept Plan included the extension of Hilyard Street from Franklin Boulevard to 6th Avenue. Eugene Code 9.6850 stipulates that amendments to the Street Classification Map shall be made by adoption of an ordinance. The City Council held a public hearing on the proposed ordinance on September 15, 2008. No testimony was received at the public hearing. Street Classification Numerical Rating Attachment B provides an overview of the five street classification rating criteria. The five criteria include average daily traffic, alternative modes, length, spacing and connectivity. The criteria and rating methodology were applied to the extension of Hilyard Street with the following results: Average Daily Traffic – 3 points Alternative Modes – 3 points Length – 1 point Spacing – 1 point Connectivity – 4 points Total – 12 points Z:\CMO\2008 Council Agendas\M081013\S0810133.doc
