would impose administrative spending authority on the funds and not allow their appropriation for <br />60-90 days to permit consideration of their use in development of the FY00 budget proposal. <br /> <br />Ms. Swanson Gribskov asked if items related to graffiti removal in the supplemental budget were <br />related to testimony regarding graffiti received in the Public Forum. Mr. Johnson replied that he <br />would reply to the question of Ms. Swanson Gribskov through a memorandum to be shared with <br />the entire council after study of the issue. <br /> <br />Ms. Taylor said she appreciated the suggestion of Mr. Bonnet to postpone distribution of one- <br />time resources until a later date. She asked if there were alternatives available to payment of <br />Broadway Plaza cost over-runs. She also asked why $50,000 was being proposed for a study of <br />implications of the placement of a new Federal Courthouse in Eugene, and if council action on <br />the supplemental budget was required in December. <br /> <br />Mr. Johnson replied that a memorandum distributed with the councilor's meeting packet gave <br />detailed information about alternatives considered in the matter of the Broadway Plaza cost over- <br />runs. Acting Co-Director of the Planning and Development Lew Bowers added that "change <br />orders" for the project had been adopted and that only the source of the funds for the City's <br />portion of the cost over-run needed to be determined. Mr. Johnson pointed out that <br />Supplemental Budget No. 2 included revenue from the architect Broadway Plaza cost over-runs <br />and that it would need to be adopted to allow its expenditure. <br /> <br />Ms. Taylor asked for more specific information about who was responsible for the cost over-runs. <br />Mr. Bowers replied that he believed the memorandum referred to by Mr. Johnson gave extensive <br />details about the facts involved. He said that the mediation process used to determined <br />responsibility had reported that it had been determined that responsibility for the cost over-run <br />was shared and set the City's liability percentage at "far less than a majority of the cost." Ms. <br />Taylor said she was concerned about who did what to create the situation. <br /> <br />In response to Ms. Taylor's earlier question about a study of the implications of the placement of <br />a courthouse, Mr. Bowers explained that the study would include analysis of how the project <br />would fit with other planning regarding re-development of the downtown area which included the <br />Train Station. <br /> <br />In response to a question from Ms. Taylor, Mayor Torrey suggested that it would be appropriate <br />for her to move that the Supplemental Budget be returned to the Budget Committee at the time <br />the motion for its adoption was considered at the next meeting of the council. <br /> <br />Ms. Nathanson said that she supported having a planning process for the north end of the <br />downtown area combining efforts for the Federal Courthouse and revitalization of the remainder <br />of the area. She suggested that the funds would be well spent on citizen involvement process <br />and contracting of professional assistance no longer available because of staff cuts which had <br />resulted from revenue reduction ballot measures. <br /> <br />Mr. Tollenaar suggested that it would be helpful to councilors if public safety needs were <br />differentiated from those of a less urgent nature, allowing separate consideration when action on <br />the supplemental budget would be taken. <br /> <br />MINUTES--Eugene City Council December 7, 1998 Page 12 <br />7:30 p.m. <br /> <br /> <br />
