MINUTES <br /> <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> <br /> December 9, 1998 <br /> 11:30 a.m. <br /> <br />COUNCILORS PRESENT: Pat Fart, Tim Laue, Bobby Lee, Scott Meisner, Nancy Nathanson, <br /> Laurie Swanson Gribskov, Betty Taylor, Ken Tollenaar. <br /> <br />Mayor James Torrey called the Adjourned December 7, 1998, meeting of the Eugene City <br />Council to order at 11:35 a.m. <br /> <br /> 1. ITEMS FROM MAYOR, COUNCIL, AND CITY MANAGER <br /> <br />Mr. Lee expressed appreciation for the work of City Councilors whose terms were completed and <br />who would not return as members of the council to be constituted in January 1999. He said he <br />admired the intergovernmental efforts of Ms. Swanson Gribskov as a leader of the Public Safety <br />Coordinating Council and her ability to coordinate the details of her full and busy life as a <br />councilor, parent, and business consultant. He said the expertise and leadership style of Mr. <br />Laue would be missed and that he had great respect for his contributions to council deliberations <br />on financial management and the operation of the City. He said he had admired Mr. Tollenaar <br />since attending his classes at the University of Oregon and that he especially appreciated his <br />"engineering approach" to policy development. He said he would miss all three councilors. <br /> <br />Mr. Meisner said that he also appreciated the work of the three councilors who would not be <br />returning to the council. He said it had been a challenge to assume the seat on the Eugene <br />Planning Commission previously held by Mr. Tollenaar. He commended Mr. Laue for his <br />expertise and knowledge of tax reform issues. He said that the council had greatly benefitted <br />from the use of mediation by Ms. Swanson Gribskov. He said he would miss the way the current <br />council members had been able to effectively work cooperatively. <br /> <br />Ms. Nathanson distributed copies of a memorandum from Public Works Director Christine <br />Andersen dated December 9, 1998, regarding implementation of the Parks and Open Space <br />bond measure. She said she was pleased the bond measure had been approved by voters. <br /> <br />Ms. Nathanson stated that she and Mr. Tollenaar had met with representatives of the Eugene <br />Water & Electric Board (EWEB) and staff from the City and EWEB as a task force authorized to <br />discuss under-grounding of utilities. She said a formal report would be made to the newly <br />constituted council, but that she wanted to report to the current council that mutually agreed upon <br />conclusions and recommendations had been reached. <br /> <br />Ms. Nathanson distributed a written report on her participation in the recently completed National <br />League of Cities conference. She said that she had been active in the Transportation and <br />Communications Policy Committee and as a member of an Airlines Panel.
