In this case, a re-designation <br />from Heavy Industrial to Light-Medium Industrial results in no net change to the Cadopted <br />inventory of industrially designated land. <br />OAR 660-009-010(4) includes specific requirements for changes in plan designation that involve <br />land in excess of two acres within an existing urban growth boundary from an industrial use <br />designation to a non-industrial use designation, or another employment use designation to any <br />other use designation. While the subject property is in excess of 2 acres, the proposed change is <br />from one industrial designation (Heavy) to another industrial designation (Light-Medium). <br />Therefore, the requirements of OAR 660-009-010(4) do not apply. <br />The requested Metro Plan Amendment will not adversely impact the ability to provide <br />opportunities for a variety of economic activities. In the application materials, the applicant <br />addresses the economic benefits of the proposed change. The applicant asserts that the <br />allow a more diverse range of industrial uses and businesses that are <br />compatible with existing nearby development. <br />Further contextual analysis demonstrating how the proposed amendment supports Statewide <br />Planning Goal 9 generally is <br />Based on these findings, the amendment is consistent with Statewide Planning Goal 9. <br />Goal 10: Housing - To provide for the housing needs of citizens of the state. <br />The subject property does not include any lands designated for residential use <br />Buildable Lands Inventory (BLI); therefore, the proposal does not include any changes that <br />would impact the availability of residential lands for housing <br />ability to provide for housing needs in the future.
