All stakeholders, including those who were not able to attend <br />a session, were invited to submit written comments over a three-week period. <br /> <br />As part of Phase 2 outreach, staff held a series of four working group meetings to engage <br />stakeholders in discussions related to significant key issues identified during Phase 1. Over the <br />course of Phase 2, the interested parties list grew to over 80 members. Meeting invites and <br />reminders were sent to all interested parties. In addition, an outreach flyer was provided to <br />various City committees such as the Housing Policy Board, the Sustainability Commission, the <br />Historic Review Board, and the Active Transportation Committee. Project updates were <br />included monthly in the Envision Eugene e-newsletter that reaches over 1,500 community <br />members. Over 40 stakeholders representing neighborhood associations and residents, housing <br />builders and developers, design professionals, housing advocates, and affordable housing <br />providers attended some or all of the working group meetings. <br /> <br />This project was designed to be accessible to everyone. Meeting videos and materials along <br />with online surveys were provided on the project website so that anyone wanting to participate <br />had access to the materials. City staff also offered four two-hour drop- <br />for anyone with questions about the project, the land use process, or the issues and possible <br />concepts discussed at the working groups. <br /> <br />During Phase 3, the draft code writing phase, interested parties had opportunities to provide <br />comment on draft code amendments. Their feedback helped to drive refinements processed <br />through multiple Planning Commission and City Council work sessions. <br /> <br />Finally, a Notice of Proposed Amendment was filed with the Oregon Department of Land <br />Conservation and Development on September 18, 2020. A public hearing was held before the <br />Planning Commission on October 20, 2020. Consistent with land use code requirements, the <br />Planning Commission public hearing on the proposal was duly noticed to all neighborhood <br />organizations in Eugene, as well as community groups and individuals who requested notice. In <br />addition, notice of the public hearing was published in the Register Guard. Information <br />concerning the amendments, including the dates of the public hearings, was posted on the City <br />of Eugene website. <br /> <br />These processes afforded ample opportunity for citizen involvement consistent with Goal 1. <br />Therefore, the ordinance is consistent with Statewide Planning Goal 1. <br /> <br />Goal 2 - Land Use Planning. To establish a land use planning process and policy framework as a <br />basis for all decisions and actions related to use of land and to assure an adequate factual basis <br />for such decisions and actions. <br /> <br />formal adoption procedure and approval criteria that were <br />used in considering these amendments. The record shows that there is an adequate factual <br />basis for the amendments.
