toalevelthesameasthecurrentplandesignationandzoning.Tocalculatethenumberoftrips <br />forthetripcapcondition,theanalysisusesthemostreasonablebuildoutscenariounderthe <br />currentplandesignationandzoning,whichwascalculatedintheupdatedtripcap <br />analysis.Theresultofthetripcapisthatachangeinplandesignationandzoningwillhaveno <br />greaterimpactonthetransportationsystemthanthecurrentdesignationandzone. <br />RecommendedTripCapConditionofApproval <br />Sitedevelopmentshallbelimitedsoastogeneratenomorethan328PMpeakhour <br />vehicletripsasdeterminedbythemostcurrenteditionoftheInstituteof <br />TransportationEngineersTripGenerationManual.TheCitymayallowdevelopment <br />applicant <br />intensitybeyondthismaximumnumberofpeakhourvehicletripsifthe <br />submitstotheappropriateapprovingagenciesatransportationimpactanalysis <br />demonstratingtheproposedintensificationofuseisconsistentwiththeTransportation <br />PlanningRule(TPR)criteriaoutlinedinOregonAdministrativeRule(OAR)6600120060. <br />Theapplicantshallseek,andtheCityshallconsidersuchapprovalusingtheTypeII <br />landuseapplicationprocedure. <br />Thistripcapconditionprovidesanenforceable,ongoingrequirementlimitingtrafficgeneration <br />toalevelconsistentwiththecurrentMetroPlandesignation.Therefore,theproposedMetro <br />Planamendment(andzonechange)willnotincreasetripgeneration,therebydemonstrating <br />compliancewiththerequirementsoftheTPR.Withtheinclusionofthetripcapcondition,the <br />proposalmeetstherequirementsofStatewidePlanningGoal12,theTransportationPlanning <br />Rule,andtheTSP. <br />Basedontheserevisedfindingsandproposedconditionofapproval,theproposalisconsistent <br />withStatewidePlanningGoal12. <br />Goal13:EnergyConservationToconserveenergy. <br />TheproposedchangetotheMetrolandusediagramwillnotamendorotherwiseinvolve <br />anylanduseregulationsthatimplementthisGoal.Therefore,StatewidePlanningGoal13does <br />notapply. <br />Goal14:UrbanizationToprovideforanorderlyandefficienttransitionfromruralto <br />use,toaccommodateurbanpopulationandurbanemploymentinside <br />urbanland <br />urbangrowthboundaries,toensureefficientuseofland,andtoprovideforlivable <br />communities. <br />Theamendmentsdonotaffecttheprovisionsregardingthetransitionoflandfromrural <br />tourbanuses.Basedonthisfinding,StatewidePlanningGoal14doesnotapply. <br />Findings <br />MA202/RA202/Z208 <br /> <br />
