Administrative Order -- Page 3 of 5
(f) The efficient use of the public way by the public.

Removal and modification of parking allowances on W 6th Avenue is needed for more
efficient use of the roadway by ensuring adequate clearance for truck and traffic access to
and from adjacent commercial and industrial uses.

(g) The use of abutting property.

The abutting land use is industrial and commercial, including manufacturing and offices.

(h) The intensity of use of the street by vehicles and pedestrians.

i. By Ordinance No. 20181, the City Council adopted the Street Classification Map that
designated W 6th Avenue as a local street. By Resolution 4608, the City Council adopted
the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Access
Ways. Parking is an optional feature on streets.
ii. A short segment of sidewalk is present on the southern side of the street beginning at
approximately 268 feet west of the intersection of W 6th Avenue and S Bertelsen Road,
extending west to Powers Street. There is a sidewalk present on the northern side of W 6th
Avenue beginning at approximately 285 feet west of the intersection with S Bertelsen
Road, continuing west to Commercial Street. This order will not impact, and may improve,
accessibility of use by pedestrians.

(i) The physical condition and characteristics of the street and abutting property.

i. West 6th Avenue is a local street with a posted speed of 25 mph. The curb to curb width of
the street segment is approximately 42 feet wide with parking both sides of the street,
allowing approximately 28 feet of roadway for two-way travel. There are no bike lanes.
ii. The abutting properties include several one- and two-story commercial and industrial
buildings with asphalt surface parking lots.

(j) Emergencies.

i. Emergency service vehicles are accommodated through bi-directional travel on W 6th
Avenue. Removal and modification of parking will provide additional room for travel and
deployment of emergency vehicles.
ii. W 6th Avenue is not designated as an emergency ice or snow removal route.

(k) The public health, safety and welfare.

Extended on-street parking taking place in this area has resulted in unsafe vehicle passage
and turning clearance areas for the commercial and industrial uses.

(l) Special events of community interest including parades and public gatherings.
