(9) The impact on nearby commercial uses; Removal and modification of parking supports adjacent commercial uses by ensuring the parking and adjacent travel lanes are available, as needed, to support the commercial uses. (10) The ease of enforcing the provisions of this chapter; and i. City staff prefer to establish parking time limits rather than prohibit parking entirely. However, Parking Fund financial instability means that there are limited staff resources available to enforce parking time limits. ii. Prohibiting parking on portions of the street and establishing commercial parking only on portions of the street would be necessary until funding and resources are available at an undetermined time in the future to enforce parking with time limits. (11) The availability of other parking spaces. i. Parking is available on adjacent private property. ii. Commercial vehicle parking will remain available on the street. On the basis of these findings, I order that: The only on-street parking that shall be permitted on Arrowsmith Street north of W 11th Avenue shall be commercial parking related to a commercial or industrial use on the adjacent property, and only in the green areas of Arrowsmith Street shown on the attached Exhibit A to this Order. This more specifically described as follows: a. Only commercial parking shall be permitted at all times: 1. On the southeastern end of Arrowsmith Street beginning at approximately 323 feet north of the intersection with W 11th Avenue, traveling north to approximately 490 feet north of the same intersection. Commercial parking resumes at 600 feet north of the intersection with W 11th Avenue, traveling north to approximately 655 feet north of the same intersection; 2. On the southwestern end of Arrowsmith Street beginning at approximately 270 feet north of the intersection with W 11th Avenue, traveling north to approximately 490 feet north of the same intersection; 3. On the southern side of the northern end of Arrowsmith Street beginning at the intersection with Terry Street, traveling southeast to approximately 680 feet southeast of the same intersection; and 4. On the northernmost side of Arrowsmith Street beginning the intersection with Terry Street, traveling approximately 176 feet east of the same intersection.
