For the safety and welfare of the public, it is necessary to establish a temporary <br />designated speed of 30 mph on W 5th Avenue in the westbound direction from approximately 100 <br />feet west of the intersection with Seneca Road continuing west to the intersection of Bailey Hill <br />Road and continuing south to approximately 150 feet south of the same intersection. <br /> <br />G. In making this decision, I have considered all of the applicable criteria set forth in <br />EC 5.055 and ORS 810.180(8). The following findings support my decision to establish a <br />temporary designated speed for this street segment. <br /> <br />1. Current conditions / characteristics: W 5th Avenue in the westbound direction <br />between Seneca Road and Bailey Hill Road is classified as a major collector street <br />with a posted speed of 40 mph and Bailey Hill Road south of W 5th Avenue is <br />classified as a minor arterial road with a posted speed of 35 mph beginning <br />approximately 150 south of W 5th Avenue. The street segment has a paved width <br />of approximately 44 feet for two westbound travel lanes, becoming one travel lane <br />at the west end of the segment and continuing as one lane southbound on Bailey <br />Hill Road. The is no parking, no bike lanes, and no sidewalks present. A temporary <br />lane reduction that removes the northern westbound travel lane on W 5th Avenue <br />beginning west of the intersection with Seneca Road will narrow the roadway at <br />Market Street to a single westbound lane approximately 14 feet wide between a <br />curb on the southern side and a concrete barrier on the northern side. The area on <br />W 5th Avenue north of the concrete barrier between Market Street and Bailey Hill <br />Road will be reserved for people parking cars and recreational vehicles in a <br />managed site in an area approximately 12 feet wide measured from the northern <br />curb. <br /> <br />2. There were twelve motor vehicle crashes reported between 2007 and 2019 on this <br />segment of W 5th Avenue, west of Seneca Road and continuing to approximately <br />150 south of W 5th Avenue, involving ten possible injuries and seven property <br />damage only. <br /> <br />3. Traffic engineering principles and traffic investigations support a reduction in the <br />speed of automobile traffic when the roadway is narrowed and people are parked <br />as described above. <br /> <br />4. These treatments are consistent with standards, limitations, and rules promulgated <br />by the Oregon Transportation Commission or the Oregon Public Utility <br />Commission or their successors through guidance from the Oregon Department of <br />Transportation Traffic Control Plans Design Manual and also with other recognized <br />traffic control standards including the Manual on Uniform Traffic Control Devices <br />(Part 6) temporary traffic control. <br /> <br />5. Establishing a temporary designated speed of 30 mph on this street segment for a <br />temporary roadway lane reduction during a period from September 24, 2021 up to <br />December 31, 2023 (when the temporary designated speed maybe posted) is
