<br />Subsequent to the City Council’s April 14, 2008, action, the City Attorney’s Office determined that, <br />prior to the council’s adoption of an ordinance amending the Street Classification Map the Planning <br />Commission does not need to take any action. <br /> <br />Street Classification Numerical Rating <br />Attachment D provides an overview of the five street classification rating criteria. The five criteria <br />include average daily traffic, alternative modes, length, spacing and connectivity. The five criteria <br />were used to classify all of the streets shown on the 1999 Street Classification Map except as noted <br />for the Crest Drive Area. The criteria and rating methodology were applied to Crest Drive, Storey <br />Boulevard and Friendly Street and the results are tabulated on Exhibit B to Attachment B. <br /> <br />The alternative modes criterion scoring provides one point for transit. Lane Transit District (LTD) <br />currently provides transit service on four street segments in the Crest Drive Area. However, LTD <br />intends to discontinue this service in 2009. Therefore, no points were given for transit for the <br />alternative modes criterion for any of the street segments. <br /> <br />The portions of Crest Drive, Storey Boulevard and Friendly Street that were included in the context <br />sensitive solutions process and for which the City Council approved the design met the total rating <br />score for the classification of neighborhood collector. However, the section of Storey Boulevard <br />from lower Crest Drive to upper Crest Drive roughly parallels Crest Drive and has a significantly <br />lower volume of traffic than Crest Drive. Because of the low traffic volume and its close proximity <br />to Crest Drive, it is more appropriate to classify this section of Storey Boulevard as a local street. <br />The proposed neighborhood collector street classifications are shown on Exhibit A to Attachment B. <br /> <br /> <br />RELATED CITY POLICIES <br />Accessibility and Mobility <br />Transplan Objective #1: <br />Provide adequate levels of accessibility and mobility for the efficient movement of people, goods <br />and services within the region. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />Not applicable; this is a public hearing only. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends that the Mayor and City Council convene a public hearing on the two <br />ordinances.
