commended as a great event demonstrating community. <br /> <br />Mr. Zelenka reported the Amazon Neighbors were having their annual picnic on August 13. He noted his <br />attendance at the recent WEC open houses. He reported that the Arena Neighborhood Liaison Committee <br />was meeting again the next day to review the conditions of approval for the UO’s conditional use permit. <br /> <br />Mr. Zelenka said he would send the council a written update regarding the most recent Metropolitan Policy <br />Committee meeting. He said he attended City Manager Jon Ruiz’s recent listening forum event and looked <br />forward to his report. He looked forward to the manager’s clarification regarding the funding to be spent on <br />street repairs. <br /> <br />Mr. Pryor also commended the trials and the effort that went into them. He commended the Beam project. <br />He said the WEC forums went well and he thought the group was working hard on creative thinking. He <br />said the HSC funding picture was so bad that people were discouraged and anxious. It was difficult to plan <br />for a sliding system. He said that the Lane Council of Governments Board of Directors held its recent <br />meeting in Florence at the Florence Performing Arts Center, which was a very nice venue. <br /> <br />Mr. Pryor said that the biggest issue for him in regard to the use of the street repair funding was less the <br />proposal than the process for councilors to provide input. He had failed to read the memorandum provided <br />to the council and subsequently read about the process in the newspaper, which was a surprise. He thought <br />the council needed a better way to keep informed. He encouraged creative staff thinking but wanted to <br />figure a way to better communicate information. <br /> <br />Mayor Piercy said she had also attended the Pigs in the Parks event at Camelot Park and the fire truck had <br />attracted children from all over the neighborhood and everyone had a good time. <br /> <br />Mr. Ruiz said he had sent out additional information about the street repair issue and took responsibility if <br />he had misinterpreted the council’s guidance. He said he visited the Country Fair on Sunday and found the <br />event to be interesting. Mr. Ruiz said that commencing this week staff would send out a hot sheet to the <br />elected officials via e-mail to keep the council and mayor up-to-date on a variety of things occurring in the <br />City Manager’s Office. <br /> <br />th <br />B. WORK SESSION: Selection of Development Proposals for 10 and Charnelton Site <br /> <br />Mayor Piercy adjourned the meeting of the City Council and convened a meeting of the Urban Renewal <br />Agency (URA). She thanked all those who submitted proposals for the site under discussion. <br /> <br />Associate Planner Nan Laurence provided a PowerPoint presentation on the Request for Proposals (RFP) <br />process and the five proposals received. She discussed the rankings process and the input provided by the <br />West Broadway Advisory Committee (WBAC) and Eugene Redevelopment Advisory Committee (ERAC). <br />Ms. Laurence provided an overview of the two highest ranked proposals from WG Development and Opus <br />NWR Development. <br /> <br />Ms. Laurence recommended that the council select Opus NWR Development. <br /> <br />Mayor Piercy solicited council comments and questions. <br /> <br />Mr. Clark commended the fact there were two proposals for the council to consider.
