Subsequent to the City Council’s April 14, 2008, action, the City Attorney’s Office determined <br />that, prior to the council’s adoption of an ordinance amending the Street Classification Map, the <br />Planning Commission does not need to take any action. <br /> <br />The City Council held a public hearing on October 20, 2008, on the two ordinances. <br /> <br />Street Classification Numerical Rating <br />Attachment D provides an overview of the five street classification rating criteria. The five <br />criteria include average daily traffic, alternative modes, length, spacing and connectivity. The <br />five criteria were used to classify all of the streets shown on the 1999 Street Classification Map <br />except as noted for the Crest Drive Area. The criteria and rating methodology were applied to <br />Crest Drive, Storey Boulevard and Friendly Street and the results are tabulated on Exhibit B to <br />Attachment B. <br /> <br />The alternative modes criterion scoring provides one point for transit. Lane Transit District <br />(LTD) currently provides transit service on four street segments in the Crest Drive Area. <br />However, LTD intends to discontinue this service in 2009. Therefore, no points were given for <br />transit for the alternative modes criterion for any of the street segments. <br /> <br />The portions of Crest Drive, Storey Boulevard and Friendly Street that were included in the <br />context sensitive solutions process and for which the City Council approved the design met the <br />total rating score for the classification of neighborhood collector. However, the section of Storey <br />Boulevard from lower Crest Drive to upper Crest Drive roughly parallels Crest Drive and has a <br />significantly lower volume of traffic than Crest Drive. Because of the low traffic volume and its <br />close proximity to Crest Drive, it is more appropriate to classify this section of Storey Boulevard <br />as a local street. The proposed neighborhood collector street classifications are shown on <br />Exhibit A to Attachment B. <br /> <br /> <br />RELATED CITY POLICIES <br />Accessibility and Mobility <br />Transplan Objective #1: <br />Provide adequate levels of accessibility and mobility for the efficient movement of people, goods <br />and services within the region. <br /> <br /> <br />COUNCIL OPTIONS <br />The council may: <br /> <br />1.Adopt an ordinance amending the November 1999 Street Classification Map adopted by <br />Ordinance No. 20181 to classify all of the Crest Drive Area streets as local streets. <br /> <br />2.Adopt an ordinance amending the November 1999 Street Classification Map adopted by <br />Ordinance No. 20181 to classify portions of Crest Drive, Storey Boulevard and Friendly <br />Street as neighborhood collectors and the remaining streets in the Crest Drive area as local <br />streets. <br /> <br />3.Take no action. <br /> <br /> <br />Z:\CMO\2008 Council Agendas\M081027\S0810273.doc <br /> <br />
