Attachment B <br />Frequently Asked Questions on Eugene’s Parking Program <br /> Here are some responses to the questions we’ve heard in preparing for the work session: <br />1. What are the budget details of the City of Eugene’s parking program? <br />Please see Attachment C that contains Parking Services Enterprise Fund <br />financial information. <br />2.What are other places doing? Where does it work well? <br />Please see Attachment D that contains parking program information from <br />other communities. <br />3.What do the commercial business owners think of our parking system? <br />Please see Attachment E that contains feedback from the downtown <br />business community. <br />4.How does Vancouver, WA’s program work that has meters that provide 20 <br />minutes of free parking? <br />Please see Attachment F that contains information meters that provide 20 <br />minutes of free parking. <br />5.What would the impact of free downtown parking be to Diamond Parking <br />Services? <br />Diamond Parking Services is a private business that manages its own <br />parking lot properties and provides parking management services (permits, <br />enforcement, maintenance) for downtown property owners. This question <br />will be addressed at the work session. Attachment A shows all downtown <br />parking locations. <br />6.Can we put better signage around showing where there's free parking? <br />Yes, investment in signage and parking information is built into the <br />current parking forecast. This question will be further addressed at the <br />work session. <br />7.Is there a card system you can use that will allow you to pay for just the amount <br />of time you stay in the space? <br />On-Street Parking –It is possible to pay for just the amount of time you <br />stay at an on-street parking space, but the system is very expensive (San <br />Francisco has this system). It requires embedding a magnetic sensor in the <br />parking space surface that recognizes when a vehicle is parked. The sensor <br />wirelessly transmits data to a database to track parking, as well as payment <br />of the space. This same information is relayed to parking enforcement. <br />Off-Street Parking – With investment in new equipment, we could further <br />refine the parking payment increment. Currently, our increments are 20 <br />minutes ($0.25) in the garages and surface lots. <br />
