City of Eugene Legislative Policies for 2009 Oregon Legislative Session <br /> <br />IV. <br />T <br />RANSPORTATION <br /> <br />A. FUNDING FOR STREETS, HIGHWAYS AND TRANSIT <br /> <br /> <br />?Eugene supports supplemental transportation funding that: <br /> <br /> <br />provides a more equitable share of funding for cities and counties; <br />o <br /> <br />establishes system maintenance, preservation and operation as a priority for funding; <br />o <br /> <br />ensures the greatest possible flexibility for the use of funds to meet local needs; <br />o <br /> <br />supports the development of mechanisms to fund transit, including access for elderly <br />o <br />and disabled people; <br /> <br />supports the coordination of land use and transportation planning and <br />o <br />implementation; <br /> <br />supports livable communities and innovative strategies, like nodal development, to <br />o <br />improve transportation efficiency; and <br /> <br />preserves all local option transportation system funding alternatives including local <br />o <br />option fuel taxes and local transportation system maintenance fees. <br /> <br />Funding needs for maintenance and preservation of the Eugene’s existing transportation system <br />remain in a critical stage. Inflation is eroding the buying power of current funding, yet the <br />Eugene’s population and transportation system usage continues to grow. Present funds do not <br />allow Eugene to preserve its current investment in maintaining existing transportation infrastructure <br />or address the increased safety and seismic needs of the people and business in the community. <br />Without additional funding, the existing system will continue to deteriorate. <br /> <br />Presently there exists an unfunded backlog of capital preservation projects for the City’s streets <br />(street overlays and reconstructions) of over $173 million. Eugene’s 2008 Pavement Management <br />Report shows that this backlog could grow to $304 million by 2015 unless additional capital <br />funding is located. The City is facing a shortfall in funding for transportation system operation as <br />well. <br /> <br />A1. Highway Trust Fund <br /> <br /> <br />?Eugene supports Highway Trust Fund use for: <br /> <br /> <br />the operation and maintenance of our local transportation system; <br />o <br /> <br />bike path right-of-way acquisition, construction and maintenance; <br />o <br /> <br />public transit; <br />o <br /> <br />alternative transportation modes, including, but not limited to, light rail, electric <br />o <br />trolley and shuttle bus systems. <br /> <br /> <br />?Eugene supports distribution of Highway Trust Funds that are equitable. <br /> <br /> <br />?Eugene supports priority funding for projects when a local match is available. <br /> <br /> <br /> <br />10 <br /> <br /> <br />
