City of Eugene Legislative Policies for 2009 Oregon Legislative Session <br /> <br />C. POLICE AND ENFORCEMENT <br /> <br />C1. Law Enforcement Mandates <br /> <br /> <br />?Eugene opposes user fees on agencies and local governments using the State-run Law <br />Enforcement Data System (LEDS). <br /> <br /> <br />?Eugene opposes state requirements for additional paperwork, information collection and <br />forms, unless such additional paperwork is used for long-term data collection and/or <br /> <br />research. <br /> <br />Crime-related laws should be designed to limit administrative burdens. Local law enforcement <br />resources should continue to be directed at crime suppression and prevention. <br /> <br />C2. Reimbursement for Negligent or Reckless Behavior <br /> <br /> <br />?Eugene supports allowing responding entities to recoup their costs for handling events <br />caused by negligent or reckless behavior. <br /> <br />In some instances, there are high public costs for public safety responses to incidents caused by the <br />negligence or reckless behavior of individuals. For example, a citizen may swim or boat in a river, <br />find himself stranded, and require an expensive rescue operation with costs that are not recouped by <br />the City. A drunk driver can cause a major accident and down utility lines which require extensive <br />and uncompensated public expense. <br /> <br />C3. Criminal History Checks for Child Care Workers <br /> <br /> <br />?Eugene supports allowing law enforcement agencies to conduct nationwide criminal history <br />checks on prospective child care workers. The City of Eugene provides a before- and after- <br />school program called Kid City Adventures. Currently, the State Children’s Services <br />Division provides Oregon criminal history checks. <br /> <br />C4. Streamline Abatement Process <br /> <br /> <br />?Eugene supports changes to streamline the process of abatement proceedings on drug <br />houses and other properties on which illegal activities are occurring. <br /> <br />Loopholes in the current abatement process have led to extended abatement proceedings, taking <br />months, and in some cases more than a year, to complete. The current loopholes allow violators to <br />lengthen the process by faking compliance, making perfunctory efforts to clean up a property and <br />taking advantage of generous deadlines. <br /> <br />C5. Traffic Enforcement Tools: Photo Radar, Photo Red Light <br /> <br /> <br />?Eugene supports giving communities the authority to use photo radarand photo red light <br />technologies as traffic enforcement tools. <br /> <br /> <br />?Eugene supports efforts to extend both technologies to cities on a wider basis. <br /> <br />20 <br /> <br /> <br />
