Market Development of Recovered Materials <br /> <br /> <br />?Eugene supports public agency procurement of recycled materials and advocate removal of <br />policies and legislation constraining that procurement. <br /> <br /> <br />?Eugene supports “take back” programs encouraging products designed for recycling. <br /> <br /> <br />?Eugene supports unredeemed bottle deposits to be returned from the manufacturer and <br />earmarked for recovery programs. <br /> <br /> <br />?Eugene supports continued funding of the Oregon Recycling Markets Development <br />Corporation’s efforts to improve, stabilize and expand markets for recyclable and <br />compostable materials. <br /> <br /> <br />?Eugene supports the impostion of charges at the point of sale on packaging that is not <br />recyclable or is not manufactured from recycled materials, and dedicating revenues from <br />such charges to programs for developing markets for recycled materials and/or local waste <br />reduction programs. <br /> <br /> <br />?Eugene supports statewide recognition of retailers and producers who voluntarily implement <br />and report packaging reduction. <br /> <br /> <br />?Eugene supports procurement guidelines for State and public agencies that encourage <br />purchase of construction materials with recycled content. <br /> <br />Meeting statewide waste recovery goals under the 1991 Oregon Recycling Act requires improved <br />markets for recycled materials. The State should continue addressing material recovery and market <br />development plans as contained in the Integrated Resource and Solid Waste Management Plan. If <br />markets make it economically infeasible for collectors and intermediate processors to recycle paper, <br />glass, plastic and other materials, the Legislature should take specific actions. <br /> <br /> A4b. Waste Reduction Goals <br /> <br /> <br />?Eugene supports measuring recovery by emphasizing multiple waste reduction measures. <br /> <br /> <br />?Eugene supports reuse and recycling of construction and demolition debris. Where possible, <br />State law should count recovered construction materials toward the waste recovery rate each <br />watershed is required to achieve. <br /> <br /> <br />?Eugene supports regular composition studies by the Department of Environmental Quality <br />(DEQ) to better understand waste disposal patterns within local discard streams and <br />improve targeting of waste reduction, recycling and composting efforts. <br /> <br /> <br />?Eugene supports promotion of waste prevention/resource efficiency through Extended <br />Product Responsibility. <br /> <br />26 <br /> <br /> <br />
