Bettman indicated that she assumed the EECA would be the only provider, but she was willing to be less <br />specific in the language. <br /> <br />Councilor Bettman modified the language to delete the Emerald Empire Council on Aging. <br />The second was amenable to the modification. <br /> <br />In response to a question from Councilor Kelly, Mr. Klein explained that the first motion intended to address <br />the fourth and fifth years of the lease and the second motion sought to deal with sixth year and beyond. <br /> <br />Councilor Kelly said while he supported the work that the EECA did on behalf of senior citizens he objected <br />to fixing the maximum rental amount into perpetuity. Councilor Bettman suggested inclusion of a reference <br />to making changes to reflect inflation <br /> <br />Councilor Kelly offered a friendly amendment that added ‘plus an inflation factor’ <br />beginning in Year 6’ after ‘$10,000.’ The maker and second accepted the friendly <br />amendment. <br /> <br />Councilor Papé expressed concern that his service on the board of the Willamette Community Health <br />Solutions could be construed as a conflict of interest. Mr. Klein assured him that it was only a potential <br />conflict of interest and that having declared it, Councilor Papé could continue to participate. <br /> <br />The motion passed unanimously, 8:0. <br /> <br /> <br />3.ACTION: <br /> <br />Interim Appointments to the Human Rights Commission <br /> <br />Councilor Poling, seconded by Councilor Solomon, moved to appoint Christina Greening to <br />Position 6 on the Human Rights Commission for an interim appointment to serve the <br />unexpired term of Dwight Souers, for a term beginning on July 18, 2005, and ending on <br />October 31, 2007. Roll call vote; the motion passed unanimously, 8:0. <br /> <br />Councilor Poling, seconded by Councilor Solomon, moved to appoint Jeremiah Megowan to <br />Position 10 on the Human Rights Commission for an interim appointment to serve the <br />unexpired term of Megan Thompson for a term beginning July 18, 2005, and ending on <br />October 31, 2006. <br /> <br />Councilor Solomon thanked her colleagues for supporting Mr. Megowan, a representative for Ward 6. <br /> <br />Councilor Bettman thanked Mr. Souers for his years of service. <br /> <br />Councilor Papé lauded all five applicants and expressed hope that the other three would continue with their <br />interest in the Human Rights Commission. <br /> <br />Roll call vote; the motion passed unanimously, 8:0. <br /> <br /> <br /> <br /> <br />MINUTES—Eugene City Council July 18, 2005 Page 12 <br /> Regular Session <br /> <br />
