Administrative Order - Page 1 of 30 <br />ADMINISTRATIVE ORDER NO. 53-21-07-F <br />of the <br />City Manager <br /> <br /> <br />AMENDING AND REPLACING THE SOLID WASTE, YARD DEBRIS, <br />FOOD WASTE, ORGANICS, AND RECYCLING COLLECTION <br />ADMINISTRATIVE RULE R-3.250 AND SOLID WASTE COLLECTION <br />RATE SCHEDULE ADOPTED BY ADMINISTRATIVE ORDER NO. 53-19- <br />11-F. <br /> <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Pursuant to the authority contained in Sections 2.019 and 3.250 of the Eugene Code, <br />1971, the City Manager has adopted the Solid Waste and Recycling Collection Administrative <br />Rule R-3.250 (“the Rule”). The most recent changes to the Rule were adopted on April 12, 2020, <br />by Administrative Order No. 53-20-22-F. <br /> <br />B. On October 27, 2021, I issued Administrative Order No. 53-21-07 ordering that <br />notice be given of the opportunity to submit written comments on a proposal to amend the Rule in <br />order to allow, but not require, licensees to provide residential specialty recycling collection as an <br />additional/optional subscription service. <br /> <br />C. Notice of the proposed amendments was published in the Register Guard <br />Newspaper on November 1, 2, 3, 4 and 5, 2021. The Notice was also made available to all current <br />licensees, persons who had requested such notice, and was made available for review on the City’s <br />website and at the 2nd floor reference desk at the Eugene Downtown Library, 100 W. 10th Avenue, <br />in Eugene. The Notice provided interested persons an opportunity to submit comments on the <br />proposed amendments until the end of the day on November 16, 2021. No comments were <br />received within the time or in the manner set forth in the Notice. <br /> <br /> <br />On the basis of these findings, I order that: <br /> <br />1. The Solid Waste and Recycling Collection Administrative Rule R-3.250 is <br />amended by updating Rules R-3.250-G, R-3.250-I, and R-3.250-U, as well as Section I.C. of the <br />Solid Waste Collection Rate Schedule attached to this Order. <br /> <br />2. The unamended provisions of Administrative Rule R-3.250 adopted by <br />Administrative Order No. 53-20-22-F are reaffirmed and incorporated into the Solid Waste and <br />Recycling Collection Administrative Rule R-3.250 adopted by this Order. <br /> <br />3. Administrative Order No. 53-20-22-F is superseded by this Administrative Order <br />No. 53-21-07-F as of January 1, 2022.
