Exhibit B <br />to Administrative Order No. 58-21-56-F <br />Page 1 of 2 <br /> <br /> <br /> <br />City Manager’s Findings <br /> <br />Proposal to Correct Errors in Systems Development Charge Inflationary <br />Adjustments Made by Administrative Order 58-21-21-F (Regional Wastewater <br />System and Parks and Recreation System) <br /> <br /> <br />Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the <br />following factors in determining that a correction is needed to properly carry out the Systems <br />Development Charge (SDC) inflationary adjustments that were intended in approving <br />Administrative order 58-21-21-F. <br /> <br /> <br />(a) Applicable policies, enactments and directives of the Council. <br /> <br />EC 7.710 states that “an amendment to a methodology that changes the amount of a <br />reimbursement fee or an improvement fee based on the periodic application of an adopted <br />specific cost index or on a change in the costs of materials, labor or real property applied to <br />projects or projected capacity on a project list adopted pursuant to section 7.715(2) may be <br />adopted by the City Manager by administrative order pursuant to section 2.020 of this code.” <br /> <br /> <br />(b) The amount charged by the City in the past. <br /> <br />Council Resolution 5306 adopted a new methodology to calculate Parks SDC fees effective <br />January 1, 2022. The proposed adjustment to Parks and Recreation SDC Rates compares to <br />the prior fees charged by the City for Single Family Residential as follows: <br /> <br />FY21 Resolution 5306 <br />(1/1/2022 – 12/31/2022) <br />Proposed FY21 adjustment <br />to Resolution 5306 <br />$4,308 $5,059* $5,183.45* <br />*Resolution 5306 adopted a fee schedule for Single Family Residential based on square foot <br />area. The fee shown is for Single Family Residential, 1,501 – 3,000 square feet. <br /> <br /> <br />(c) The full costs of providing the service supported by the fee. <br /> <br />The inflationary rates used to arrive at the proposed SDC increases are determined by reliable <br />sources and the proposed SDC rate increases reasonably rely on those sources to determine <br />the additional sums needed to develop the projects on the ORS 223.309 capital improvement <br />plans for each system of SDCs due to inflation.
