Findings – Page 1 <br />Exhibit B <br />to Administrative Order No. 56-21-07-F <br /> <br />City Manager’s Findings <br />Proposed Police Services Fee Schedule Amendments <br /> <br /> <br />Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the <br />following factors in determining the proposed Police Services fee amendments: <br /> <br />(a) Applicable policies, enactments and directives of the Council. <br /> <br />Findings: N/A <br /> <br /> <br />(b) The amount charged by the City in the past. <br /> <br />Findings: Fees for this service have fluctuated over the years, consistent with <br />fluctuating expenses associated with contractual obligations for obtaining the <br />service. The current vendor utilizes an annual fee escalation, so these <br />expenses will continue to increase each year. <br /> <br /> <br />(c) The full costs of providing the service supported by the fee. <br /> <br />Findings: These fees cover the operating cost of the contract with our vendor and is <br />prorated by historical numbers of transactions by each store. <br /> <br /> <br />(d) The amounts charged by other comparable providers. <br /> <br />Findings: N/A. There are no other comparable providers of this service as it is a unique <br />transactional relationship between used merchandise dealers and law <br />enforcement agencies that is governed by ordinance. <br /> <br /> <br />(e) The revenue needs of the City as determined by the adopted city budget. <br /> <br />Findings: The collection of these fees are a budgeted revenue within EPD’s budget to <br />offset the cost of operating the program software. The vendor utilizes an <br />annually escalating fee structure, with the costs being passed on to the used <br />merchandise dealers who participate in the program, resulting in the program <br />being self-funded. <br /> <br /> <br />Factors listed above that are irrelevant or inapplicable in determining the amount of the <br />fees, if any:
