When adopted, this plan will replace the 1984 Eugene Downtown <br />Plan as a refinement to the Eugene-Springfield Metropolitan Area General Plan. <br /> <br />The final text draft of the Downtown Plan is included as Attachment A. Adoption of the Downtown <br />Plan as a new refinement plan and approval of the Land Use Code Amendment and Metro Plan <br />Amendments listed above must be by ordinance; please refer to Attachments B and C. <br /> <br />BACKGROUND <br />This discussion is a follow-up to the January 26, 2004, public hearing. Additional information on the <br />review and approval process for the Downtown Plan and related Land Use Code and Metro Plan <br />amendments can be found in the Agenda Item Summary for that hearing. <br /> <br />Council Action History <br />City Council held a work session on the Downtown Plan and related Metro Plan and Code amendments <br />on December 1, 2003. The council held a public hearing on these items on January 26, 2004, and closed <br />the record following the close of the hearing. Changes requested by the council at the work session and <br />the public hearing have been incorporated into a text only version of the Downtown Plan, as shown on <br />Attachment A: Downtown Plan, Final Text Draft, dated February 9, 2004. Staff is in the process of <br />developing a Downtown Work Plan based on the implementation strategies and project examples in the <br />plan.
