Goal 8 ensures provision of recreation facilities to the citizens of the state. The proposed <br />redesignation will not impact provision of recreation facilities. The Downtown Plan area <br />is served by a variety of parks including Alton Baker and Skinner Butte Parks. Access to <br />the recreation opportunities provided by these parks will not be affected as a result of the <br />proposed Metro Plan Amendments. Therefore, these amendments are consistent with <br />Goal 8. <br /> <br />Goal 9 - Economic Development: To provide adequate opportunities throughout the <br /> state for a variety of economic activities vital to the health, welfare, and <br /> prosperity of Oregon's citizens. <br /> <br />The Administrative Rule for Statewide Planning Goal 9 (OAR 660, Division 9) requires <br />cities to evaluate the supply and demand of commercial land relative to community <br />economic objectives. The Eugene Commercial Land Study and the Metropolitan <br />Industrial Lands Inventory and Policy Reports are acknowledged for their compliance <br />with the requirements of Goal 9 and its Administrative Rule. <br /> <br />The Metro Plan diagram amendment will increase the supply of available commercial <br />land by approximately 8.5 acres, about half of which will be acquired by the General <br />Services Administration for the new Federal Courthouse. This 8.5 acres was previously <br />designated as industrial land, but since it was developed, it was not included in the area's <br />supply of industrial lands for purposes of Goal 9. <br /> <br />Application of the ND Nodal Development designation depicts an area as a nodal <br />development area, but does not change the underlying Metro Plan diagram land use <br />designation for the property or affect the uses allowed within the underlying designation. <br />Application of the nodal development designation will not affect the ability of the City to <br />provide adequate opportunities for a variety of economic activities. The application of <br />the Nodal Development designation will therefore have no direct impact on the existing <br />supply of on any existing commercially designated land. <br /> <br />Therefore, the proposed Metro Plan amendment is consistent with Statewide Planning <br />Goal 9. <br /> <br />Goal 10 - Housing: To provide for the housing needs of citizens of the state. <br /> <br />The Metro Plan amendment to redesignate the Courthouse site and adjacent city-owned <br />property will not adversely impact the supply or availability of residential lands, since <br />none of the affected properties are, or will be, designated for residential use. Application <br />of the ND Nodal Development designation depicts an area as a nodal development area, <br />but does not change the underlying Metro Plan diagram designation for the property or <br />affect the uses allowed within the underlying designation.
