The Eugene Convention Center <br /> draws people downtown from the city and the region for a multitude of conferences <br /> and events, both public and private. <br /> <br /> Cultural Center <br /> Downtown is the location for major cultural events. Regional attractions such as the <br /> Oregon Bach Festival, the Oregon Festival of American Music, local opera, symphony <br /> and ballet companies perform downtown at the Hult Center and the Shedd Institute for <br /> the Arts. Smaller theatres, art galleries and related arts activities are also centered <br /> downtown. Downtown has significant examples of public art sculptures, fountains, and <br /> decorative paving ornamenting buildings and public spaces. These creative activities and <br /> works of art reinforce downtown's character and economy. <br /> <br /> Educational Activities <br /> Located east of downtown, the U of O is home to 20,000 students. The U of O is a strong <br /> component of the identity of downtown as well as the entire community. Other education <br /> facilities, such as Northwest Christian College, Pacific University, Lane Community <br /> College's downtown campus, and the U of O's Baker Center are in or near downtown. <br /> The large number of students contributes diversity and vitality to downtown and supports <br /> businesses and employers. The City encourages downtown development that is <br /> compatible with this educational community. <br /> <br /> Policies <br /> <br />1. Build upon downtown's role as the center for government, commerce, education and <br /> culture in the city and the region. <br /> <br />2. Downtown development shall support the urban qualities of density, vitality, <br /> livability and diversity to create a downtown, urban environment. <br /> <br />Implementation Strategies <br /> <br />A. Help employers locate, remain and expand downtown by targeted use of economic <br /> tools and incentives. <br /> <br />B. Work with individuals, service and advocacy groups such as the Chamber of <br /> Commerce, the Convention and Visitor's Association of Lane County (CVALCO), <br /> leasing agents, builders, and Downtown Eugene, Inc. to attract high density <br /> commercial and residential development downtown. <br /> <br />C. Promote multi-story, mixed use structures downtown through financial incentives or <br /> code amendments. <br /> <br />D.
