<br />EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br />~ <br /> <br />Appointments to the West Eugene Enterprise Zone Community Standards Committee <br /> <br />Meeting Date: September 26, 2005 <br />Department: City Manager's Office <br />www.eugene-or.gov <br /> <br />Agenda Item Number: 2C <br />Staff Contact: Mary Walston <br />Contact Telephone Number: 682-5406 <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint two Eugene citizens to the West Eugene Enterprise Zone Community <br />Standards Committee. <br /> <br />BACKGROUND <br />At the August 8, 2005, City Council meeting, Resolution #4851, a resolution to establish interim local <br />criteria applicable in the West Eugene Enterprise Zone, was adopted. In the resolution was direction to <br />create a committee to develop and adopt permanent standards and public benefit criteria. The exact text <br />of the resolution states: <br />"Beginning in August 2005, the City of Eugene and Lane County will undertake a process to <br />develop and adopt permanent standards and public benefit criteria for the West Eugene Enterprise <br />Zone. The process will begin with convening a joint City/County committee composed of two <br />elected officials from each governing body and a total of four community representatives, two of <br />whom shall be appointed by each governing body. The committee will meet through January 2006, <br />as needed, to develop a proposal for permanent standards and public benefit criteria, and it will <br />provide opportunities for stakeholder participation and community involvement, including public <br />hearings. " <br /> <br />As the committee is a joint effort between the City of Eugene and Lane County, a joint recruitment <br />process was undertaken. The recruitment began on Monday, September 12, and ended on Friday, <br />September 23. Media outlets were informed of the recruitment and a story on the committee recruitment <br />appeared in the Register-Guard on September 18,2005. <br /> <br />Mayor Piercy has selected Councilors Ortiz and Pryor to serve as the two Eugene elected officials. This <br />item was placed on the September 26, 2005, agenda in order to have the full set of Eugene members <br />appointed before Mayor Piercy is unavailable for council business in early October. <br /> <br />PLEASE NOTE: THE RECRUITMENT PERIOD WAS NOT COMPLETED AT <br />PRESS TIME.
