The program area includes hazard reduction, maintenance pruning, and
new tree plantings along all categories of streets from residential and neighborhood collector to major
arterial streets. It includes internal and external consulting regarding street trees, tree removal permits
and tree planting permits. Elimination of the program means abutting property owners will be held
responsible for the maintenance and preventative pruning of street trees abutting their property. Staff will
no longer respond to reports of trees blocking traffic signals, traffic control signs such as stop signs and
yield signs, or street lights, and will not prune trees at the request of adjacent property owners or
businesses. This reduction would mean the City of Eugene would no longer qualify for the Tree City
USA designation from the American Arboriculture Society.
