The mobile home park <br />presents a unique situation in which a large, intensively developed area with its own internally <br />constructed and. financed sewer system is immediately adjacent to the lateral sewer construction. <br />As noted by City Staff, either of a couple of ways to consider assessment of such property result <br />in essentially the same assessment figures. Therefore, the Hearings Official finds that the <br />assessment distribu~.on process recommended by Staff is not inconsistent with Eugene Code and <br />is an equitable way to distribute the cost of this improvement. <br />Therefore, it is the finding of the He~ari.ngs Of~.cial that the assessments proposed by City Staff <br />are the most equitable way to distribute costs of this project. It is the finding of the Hearings <br />Official that these assessments are distributed in accordance with Eugene Code.
