JEO
OINT LECTED FFICIALS

AIS
GENDA TEM UMMARY

Work Session: Joint Meeting with Eugene Water & Electric Board

Meeting Date: November 19, 2008 Agenda Item Number: A
Department: Central Services Staff Contact: Brenda Wilson
www.eugene-or.gov Contact Telephone Number: 682-8441

ISSUE STATEMENT

This is a joint meeting of the local elected officials of the City of Eugene and the Eugene Water and
Electric Board (EWEB) to discuss inter-jurisdictional issues. The focus of this meeting is to provide
status reports and updates on some key projects of mutual interest.

Agenda topics include:
1. Riverfront Master Planning Process - Status report and update on the public engagement
process. (Mark Oberle and Nan Laurence)
2. Legislative Issues – Metal theft and Western Climate Initiative (Jason Heuser and Brenda
Wilson)

In addition to the agenda topics, staff has prepared background memos on several other issues of interest
including: the Carmen Smith Re-Licensing Agreement, Roosevelt Operation Center progress, utility
rates, steam plant transition plan, drinking water protections at Clear Lake, EWEB bonds for wind
project, sustainability initiatives, and the Eugene bond measure for street repairs.

BACKGROUND

The EWEB Board schedules occasional joint meetings with the Eugene City Council to discuss projects
involving both bodies and to share information on items of mutual interest. The Board and City Council
th
last met on May 30, 2007, which was the third in a series of meetings focused on planning the future of
the EWEB riverfront property. The next joint meeting was scheduled to occur approximately one year
later, but with no specific discussion topics identified. This meeting was subsequently postponed as the
most likely agenda item, the Riverfront Master Planning Process, was just getting underway.

RELATED CITY POLICIES
There are no specific City policies to be considered by the City Council at this meeting; it is a status
update on several topics.

Z:\CMO\2008 Council Agendas\M081119\S081119A.doc
